Medicaid pays for health care services for people who qualify. The program is funded by both state and federal governments. In Virginia, the Department of Medical Assistance Services is the lead state agency and sets Medicaid policy. Local social service offices determine eligibility for most individuals in Medicaid.
Some groups need more care and support. Because of this, people who are older or have disabilities make up a larger share of total spending. A smaller share of Medicaid spending is for low-income children, who comprise more than half of all Medicaid enrollees.
