The Virginia Department of Social Services (VDSS) and local social services offices follow federal law. We cannot discriminate against anyone based on:

These protections mean everyone has equal access to benefits, services and opportunities. 

Civil Rights Policy & Procedures

The Role of the VDSS Office of Civil Rights (OCR) 

The VDSS Office of Civil Rights helps make sure these protections are followed. The Office: 

  • Works with U.S. Department of Agriculture (USDA) and U.S. Department of Health and Human Services (HHS) to make sure all discrimination complaints are investigated fairly 
  • Assists with gathering records and coordinating communication for federal investigations 
  • Helps local offices correct problems if discrimination is found (through policy updates, training or improved accessibility) 
  • Reviews policies and practices to ensure compliance with civil rights laws 
  • Provides staff training on civil rights obligations 
  • Promotes accessibility (information in multiple formats and languages, accommodations for people with disabilities) 

Through this work, the Office of Civil Rights supports fairness, accountability and respect in all services.
