Services for Youth and Young Adults

John H. Chafee Foster Care Program – Independent Living Program  
The Chafee Program helps youth in foster care build the skills, confidence and support they need for adult life. 

Starting at age 14, youth can join activities that help them: 

  • Build independence and make confident decisions 
  • Strengthen self-esteem and healthy relationships 
  • Learn everyday skills like budgeting, housing, transportation and understanding legal processes 
  • Explore careers, prepare for jobs and set education goals 

Each young person creates a plan based on their strengths, needs and goals. The goal is to give youth the tools and support they need to grow now and in the future.

Who Is Eligible?

  • Youth in foster care starting at age 14
  • Youth in the Fostering Futures Program
  • Young people who left foster care after age 14, up to age 23
  • Young people who left foster care for adoption or guardianship after age 16

What Services Are Available?

Through the Independent Living Program, youth and young adults can get support that builds confidence, independence and long-term stability. Services are personalized and may include:

Education Support
Help with finishing high school, earning a GED or attending college or training programs

Career Preparation
Support with job readiness, career planning and searching for work

Life Skills
Guidance with budgeting, housing, money management, transportation and health care

Counseling and Mentoring
One-on-one or group support to build resilience, problem-solving skills and healthy relationships

Leadership Opportunities
Workshops and youth-led activities that build confidence and life skills

Outreach and Engagement
Supportive efforts to connect eligible youth to services and resources

Other Youth Programs

Drive to Thrive Program
Drive to Thrive helps youth in foster care access safe and reliable transportation. It supports driver’s education, licensing, insurance and transportation costs so youth can get to school, work and other activities.

Education and Training Voucher (ETV) Program The ETV program provides financial help for eligible youth to continue education or job training after high school or after earning a GED.

Fostering Futures The Fostering Futures program offers continued foster care services up to age 21. Young adults can receive support with housing, education, work and daily living as they transition into adulthood.

Housing Support Program
This program helps youth leaving foster care find safe and stable housing. Support may include help with rent, deposits, basic household items and learning how to manage a home. The goal is to prevent homelessness and support independence.
