Child & Family Services Plan

Virginia has a five-year plan to help kids and families stay safe, healthy and together. Review and download the Virginia’s Child and Family Services Plan (CFSP) 2025-2029.  

What's in the Plan 

Our goals focus on improving:

  • Safety – ensuring kids are protected from harm
  • Permanency – helping kids find stable, long-term homes
  • Well-being – supporting kids and families so they can thrive

The plan also includes special initiatives:

  • Disaster preparedness – keeping services running in emergencies
  • Training – providing education for workers and foster parents
  • Health Care Oversight – making sure kids in foster care get the health care they need
  • Diligent Recruitment – finding and approving foster parents who meet the needs of kids in care

History 

Virginia has made a new plan every five years since 1994. Each year, the state writes a report to show how things are going. This report is called an Annual Progress and Services Report (APSR) 

Goals for 2025-2029 

  • Keep kids safe – protect children from harm
  • Stop kids from being hurt or going into foster care – prevent problems before they happen
  • Help family caregivers – support relatives who take care of kids
  • Find permanent homes for kids in foster care – help children stay in stable homes
  • Train and help child welfare workers – give workers the guidance they need
